We found a Sage Euro Spey 6126-3 (6 weight, 12'6", 3 piece). This rod has a cult following here in Northern California. It uses a stiffer European Spey taper which is great for slinging heavy heads.
The rod is versatile enough for both underhand and overhead techniques. FFS staff has taken their 6126-3 rods all over the western states. It's an ideal summer steelhead rod, but it has the backbone to take on some 15 pound adults. I've even had a blast using it as my main stick to fish for American Shad.
For fly lines, try using a Rio Skagit 400.
